If you are flying to Varna, then it is better to take excursions along the northern coast of Bulgaria (Aladzha Monastery, Balchik with a palace and a Botanical Garden, Varna .. .. ..). I don’t advise you to travel to Romania from Bulgaria, because the coast is worse, Bucharest is ugly, and the mountains (I won’t name specifically where, there are many places) are so beautiful that two days are not enough.

Therefore, I can say that the sea in Romania is much worse than in Bulgaria, the service too. I don't recommend staying there.
