Sunny Beach is cheaper, especially if you only want to have breakfast at the hotel. In Golden Sands, restaurants are more expensive, and 3 * hotels are worse. Check out Trakia 3* or Trakia Garden, Breza's inexpensive 3* hotel. Continental Prima 3*. Longoza 4 * (it is inexpensive). If Zol.peski, then look Gradina 3 *, but take "all inclusive".
