With a 7-hour transfer, I personally would not stick out of the airport at all, even in those cities that I had already visited. Public transport will take at least an hour each way, taking into account expectations and possible transfers. Are 3-4 hours in the city worth a two-hour drive? And there are people who are "experiential", who are worried that they will not be late for the next flight, for them there will be no joy at all in this walk.
