Unfortunately, now you can only do anything through agencies. Booking in May, I already ran into difficulties. Since, just the agencies, they buy in advance for the resale of places both in hotels and in tents. In my subjective opinion, it is unrealistic to get into the tents for opening-closing and weekends even through agencies. If there is something left, then take it without hesitation. If you wake up in the middle of the week, then you can go without vouchers. Last year I walked around three tents without any armor, but that was on Wednesday and Thursday. On Friday-Saturday, the queues were longer than in the mausoleum (in the best years))) This year I booked a hotel and places on the podium through the Germans, in the tents through the mosintur.
