We rested last August in the Costa Brava without a car. You can go to Barcelona by train, on Plaza Catalunya (from the French station by taxi to this square, 5 euros from everyone), take a 2-story sightseeing bus. You can ride it all day long. Get out, sit down again on this ticket. Take the headphones from the controller and connect to the radio guide on the spot (there is a Russian one). Last year it cost 19 euros per person.
