1. If you buy through Privat24, then there is an opportunity to return part of the amount if you can’t fly. But check with private support
2. UIA used to have a rule, it may continue to operate. In case of non-receipt of a visa, the cost of the air ticket is refunded, with the exception of a small commission fee. This also needs to be clarified with the UIA.

In my experience, booking air tickets without payment lasts from three days to a week, depending on the fare. Considering that a Schengen visa is issued in about 5 working days, such a reservation is enough for the visa center. This is about economy, I'm sure that for business class fares, the terms for booking are even longer. Call any air ticket office, everything will be done in the best possible way.

Consulates / visa centers themselves often write that it is not necessary to redeem tickets. Therefore, the options with "buy a return rate" are not applicable here.
You contact any agency, say that you need a ticket reservation, pay them for services (I don’t know the tariff now), they book and this reservation lasts 3 days, this is enough to apply for a visa, no more is required.
