At the end of September, we stayed on an excursion tour in Netanya at the Hotel Beue Bay 4*. The room is large, clean. There is everything you need. The disadvantage is there are no balconies. A small outdoor pool. I liked the food - breakfasts and dinners - a buffet. There is enough of everything. Far from the city center. But the price in this hotel is lower than in other fours. If you plan only a beach holiday with excursions. the hotel is ok.
