To go on excursions, it is optimal to live in Netanya (this is perhaps the most budget option) or in Tel Aviv. Netanya has many good inexpensive hotels, a beautiful promenade, many cafes and shops. If finances allow, then it is possible in Tel Aviv - life is much more active there, and it is very convenient to get to any corner of Israel - both with a tour and just by public transport. And the beaches in Tel Aviv are beautiful - wide and sandy.

This is a very cozy resort city, there is no language barrier - "a quarter of our former people" :)
Unfortunately, the beaches are not as comfortable as in Tel Aviv - here my colleague from the Moscow office of Classic Travel is right ...
