Holidays in Budva last summer (2 weeks).
Because Montenegro is a rather small country, you can travel around it both on your own (by car / public transport) and with the help of travel agencies.
We visited on our own: Perst and Fr. St. Stephen, walked along the Queen's swim. The bus to Perast runs regularly. Also, the same route was done along the sea during a boat trip.
With a travel agency we visited the Bay of Kotor (just mast!!!) and Dubrovnik.
All of the above are highly recommended.
We also constantly rested on St. Nicholas (the beach of Hawaii is the cleanest sea and a magnificent landscape!).
The choice of excursions is very large - this is Cetinje, and the mountain monastery Ostrog and Skadar Lake, and so on. Agency prices are +/- identical. If you are traveling with a company and you have a license, rent a car, it will be even more convenient.

True, the trip is tiring, in terms of the trip back (5-6 hours from Mostar to Budva): we were in Budva at 21:30 (were picked up at 6:00 in the morning)

And you definitely need to go to Ploce beach. On the bus 2 euro ticket. Taxi 10 euros. There is no cleaner beach and water in Montenegro. The price for sunbeds this season is the same as in Budva 10 euros set. The prices in the local restaurant are no more expensive than in Budva.

Dubrovnik is no longer due to the introduction of visas by Croatia. Personally, I recommend this-Boka-Kotor Bay by water with a swim in the city of Kotor or a bay along the perimeter by car plus the city of Herceg Novi. Of nature, the most awesome place is the canyon of the Piva River (Piva Lake). I’m not sure that they offer excursions there right on the street, but there are a lot of sites with inviting people to go there for rafting, canyoning and other joys. By car, the easiest way, but still 2 hours to go from Perast. Rafting is usually offered on the Tara River, they are taken there and just stroked on a piece of the canyon, not the most beautiful, but the most hyped because of the bridge. Rafting is great. It is necessary. But it's long. All day, if not more))) Also google Zabljak and the Durmitdor National Park - there are mountains, mountain hiking and cycling routes, but most importantly there is a super road for cars through a couple of passes. The road is gorgeous, only one lane wide, but the views are something!!! Also in Zabljak is the famous Black Mountain Lake. There are caves, but they take a long time to stomp. Probably the caves disappear))) They do excursions in Zabljak, but I don’t know what and in what quantity they show, we ourselves traveled all by car. But in Zabljak it is far away - without spending the night it is tiring. There are many places for fishing on Skadar Lake, if you like it. Albania - it's not worth it if you don't collect the countries you've been to. This is not an excursion to spend a day on it. Sveti Stefan yet. All)

We traveled to Bosnia Herzegovina and Dubrovnik with the local agency Pilon. All are not just Russian speakers, but our Ukrainians - the excursions were on minibuses, there was a lot of information and time, I liked everything very much. We went to Kotor by bus for the whole day, climbed the fortress wall, dined at the port - we got a lot of pleasure. Drive 40-50 minutes in my opinion.

It's free, there are two places with steps to the top and almost in a circle around the entire old city. Maybe someone will come in handy)))

You won't regret it at all. In Kotor there is some kind of tower, with an N-number of steps, which takes only 20 minutes to climb, but from there an awesome view of the entire bay
