The old town of Budva can certainly be called one of the main attractions. Walking along the narrow stone streets is a pleasure for me. In this place you can find places to shop, eat, drink a cocktail, watch street theater performances and just enjoy the atmosphere. You can also walk along the fortress wall, though the entrance is either paid or free, it doesn’t happen year after year.
If you're lucky, you can get on a free tour (I was 4 years ago), it was very interesting and I learned a lot of new things.
If you are relaxing at the peak of the season, then be prepared for the fact that in the evening there will be crowds of tourists in the Old Town, and in some places you will have to work hard to get through, because just like on the waterfront, in the Old Town there are discos in bars and tables located right on the aisles.
Therefore, if you really want to enjoy the night city and come to rest at the peak of the season, then this can be done after one in the morning, when people disperse. During the day, of course, there are fewer people, but not everyone wants to walk in the heat.
I also want to mention one place in the Old Town for the sweet tooth, this is Pekara, what kind of rolls are there, just a meal, they really cost 2 euros, but personally I could eat this roll in two runs, because they are very satisfying.
