Trains run from Rossio station. It is possible from another station, but, unfortunately, I do not remember the name. And Rossio is located in the historical center of the city. It takes about 40 minutes to get to Sintra. Right at the station you can buy a "Train & bus" ticket for 15 euros. And all day to move around Sintra by bus, then on the same ticket to go to Cape Roca, if you want - usually they go there to watch the sunset. And return to Lisbon on the same ticket. All this for 15 euros. Entrance to the museums of Sintra are paid separately.
If you plan to use the Lisboa Card, then travel to Sintra will be free. And on entrance tickets to Sintra museums there will be discounts from 10 to 20%. But then you need to pay for moving around Sintra or walk. :)

There are 3 companies offering bus tours around the city, their buses are very similar, and the points of sale are nearby. But 2 of them are again a divorce of tourists for money. And only 1 honest one - the one that has the Carris logo (municipal transport), their ticket is valid in all public transport (except for the metro), i.e. we looked at the city on their bus, then a tram, funiculars for free. And if you break through and take it from others, then the same tram will be paid separately, and this is 3.90 Euros for a minute.
