For some reason, I have no doubt that such a law will be passed:

In the context of previous news, I thought:
Today's vaccines are not vaccines at all, but something created in a hurry to reduce panic around the world. Real vaccines that actually work can be created in about 3-5 years, when thorough research is conducted, indications and contraindications for a particular age group of people for each specific prerarat.

Who has not yet believed that quarantine in Ukraine can last 10+ years:
https://censor.net/be/news/3254437/poroshenko_o_sryve_vaktsinatsii_ot_covid19_esli_vy_popy taetes_zaregistrirovatsya_v_d_v_luchshem_sluchae
Let's make simple calculations:
An average of 10,000 people are vaccinated in Ukraine every day, and even if vaccination centers operate year-round without a day off, 3.6 million people are vaccinated each year. That is, it takes 11 years to vaccinate 40 million people in Ukraine! And this is only the first injection! Another injection - similar terms.
The only hope, in my opinion, is for vaccination in the United States. US President Biden aims to vaccinate the entire US population (300+ million people!) With the American Moderna vaccine by the end of May and to celebrate Independence Day on July 4 without masks and quarantine restrictions.
If this plan works and the United States no longer needs new doses of the vaccine, the manufacturer will switch to new markets (EU and other countries), which will increase the number of vaccines that can be purchased in Ukraine.

Who thinks:
when returning after a short vacation abroad (7-10 days), Ukrainian citizens will also be required to perform a PCR test no later than 48 hours or take such a test at the airport upon arrival:

So if you arrive from the red zone of the PCR, and so you need to take it or to depart for 14 days. It's good that laboratories are already working at the airport. This, of course, is an additional hit for money, but to hell with them. When we returned from Egypt in July and he was in the red zone, we did a test in Kyiv in the DNA laboratory. There were jokes with Dia (the program), but somehow we survived and if anything, we will survive again.

Cabinet resolutions or test or self-isolation are all a person's choice. And it does not matter to which zone the country belongs.
аватар moy_contakt
Well, in my opinion, you won’t surprise or upset us with anything ... And I don’t see any tragedy (except for additional costs). There were many red countries and the wound, and a test was needed upon arrival. Now this procedure will be made mandatory. Anyone can bet on diy, and it doesn’t matter if you pass the test or not. When you pass the test, then in the laboratory you say that you need to be removed from the diy. And when the laboratory has the result ready, they send it themselves, and when the program is updated, the dia itself informs you that the isolation is over. And if earlier there were countries upon arrival from which it was possible to do without a test, well, now this procedure will be mandatory.
аватар dusik1981
moy_contakt a person has a choice whether to take a test or go to isolation, and at the same time the human right to use.
аватар Sergey_7979
And if a person (citizen of Ukraine) does not give a certificate of a negative test and refuses to take a PCR test when crossing the border, referring to Article 33 of the Constitution of Ukraine - what then?
аватар dusik1981
Sergey_7979
a person is not forbidden to cross the state border, but he has a choice or 48 to pass the test, or set "Action " and go to self-isolation. The article you mention does not violate this, there are issues with free movement, but there is also controversial. read the RESOLUTION of March 22, 2021. № 230, namely "citizens of Ukraine who have a negative result of testing for COVID-19 by polymerase chain reaction, which was conducted no more than 48 hours before crossing the state border " "" Citizen of Ukraine, who is subject to self-isolation of the border, You must install and activate the mobile application of the "Home" system (hereinafter - the mobile application). If it is impossible to install a mobile application, a citizen of Ukraine shall be subject to observation. "; "
аватар dusik1981
Article 33. Everyone who is lawfully on the territory of Ukraine is guaranteed freedom of movement, free choice of residence, the right to leave the territory of Ukraine freely, except for restrictions established by law,
this is about the Constitution and laws, and then we read the LAW OF UKRAINE On protection of the population from infectious diseases.
All questions do not arise. It would be more correct to translate the Resolution into law, but the state likes moral BDSM.
аватар moy_contakt
dusik1981, I did not say that people have no choice. The first time we took advantage of this choice, the test was done only by my husband and I with the children (we didn’t know then that children could be allowed without a test, I don’t know how it is now, but then, the children in the diy were registered for me, but they were not displayed there and therefore, they were not restricted in movement, unlike me. And if I took a test and it was negative, then I would be taken off the diy and without children's meals
But for the second time, we already did tests for everyone to remove them from the diy so as not to be quarantined for 14 days. But there were only adults on the trip.

Sergey_7979 on your question. The conclusion about negative PCR should not be given by the person himself, but the result is transmitted by an accredited laboratory to a special site, where, after data synchronization, data on withdrawal from the dia is received. For understanding. My husband already had a negative PCR on his hands, but the laboratory made a mistake on his phone and they couldn’t remove it from the diy, because the robot does this by checking the data, but they didn’t match. The husband went to the store, after 5 minutes there was already a police squad at home with a question, where is such and such, as he violates self-isolation. The husband, upon arrival, presented the docks along with the PCR, but they said that until the program removed him, they could not help in any way ......
аватар nataha33
moy_contakt, as I understand it, under the new rules, a citizen of Ukraine can do a PCR test 48 hours before arriving in Ukraine. And then it will not be necessary to register in Dia. Those. I can do a test in Turkey, for example, and present it to our border guards. There is, however, a question in what form - only printed out or can it be in electronic form ... I think that our tourists will unsubscribe in the near future. ;)

dusik1981:
a thesis "A citizen of Ukraine can not be deprived of the right to return to Ukraine at any time " the same Article 33 of the Constitution of Ukraine do not bother you at all?
Note that there are no additional conditions, restrictions, annexes to Article 33, ie no circumstances that can not return to the territory of Ukraine for a citizen of Ukraine. But the presence of a negative PCR test (done no later than 48 hours before crossing the border) or the requirement to take a PCR test at the airport before crossing the border - this is a limiting factor ...
аватар dusik1981
Sergey_7979
Re-read Article 33 and look at the phrase "except for the restrictions imposed by law." If any constitutionalist will apply to this case, it will be interesting to see the effective part. Because it is forbidden to return. if a person does not want to take the PCR test, he will return to the country, but is forced to go into self-isolation, this is stated in the Decree.
аватар Sergey_7979
The phrase "except for restrictions imposed by law" belongs to the first paragraph of Article 33, namely, "Everyone who is lawfully on the territory of Ukraine is guaranteed freedom of movement, free choice of residence, the right to freely leave the territory of Ukraine." .
There are no conditions or clarifications to the second paragraph of Article 33 "A citizen of Ukraine may not be deprived of the right to return to Ukraine at any time."
аватар dusik1981
Sergey_7979 and once again a person is not prohibited from returning to Ukraine, in the country he must comply with the requirements of the Resolution.
If you have a legal education, present evidence where Article 33 of the Resolution with a settlement has been violated, indicating the points and paragraphs of the Resolution with arguments and comments.

nataha33 I definitely would not take the test outside the territory of Ukraine, if it is possible to take it at home. Imagine a PCR positive variant and you, for example, are in Turkey. That’s all, they won’t let you on the plane .... What and how will happen to you next, there are a lot of options.
Sergey_7979 we can prove something to each other for a long time, but when it comes down to it, then believe who violates what, etc. ... No one will listen to anyone when you get into it all, people stand behind the barrier and no one doesn’t let anyone out .... There you can be indignant for a long time trying to download the rights (there were from our plane who hid the phone, like there was nowhere to put the diy, well, they were taken aside and under separate protection. Judging by the fact that we later saw these people behind catching luggage, then the phones were found.
аватар nataha33
moy_contakt, you are right, it is really better to do the test at home, I did not think about the option of positive PCR abroad. I remember you once wrote detailed instructions on "Action at Home", but now I can not find it. Please repeat at least two words. Can we download this program and log in before traveling abroad? Is it better to load on arrival at Ukraine at the airport? And how much time is given to confirm the geolocation at the place of residence? Thanks in advance!
аватар moy_contakt
nataha33 you definitely don’t need to download anything in advance (there was a day when the application did not work and all the tourists who arrived were released in peace and without tests :). Upon arrival, passengers are collected in one place and the guys in military uniform show everyone and tell where and what to download. They check the availability of the application and let them pass to passport control, where they stamp the passport and record the data of all those who have arrived. Then you go out and you have 2 days to arrive home. All this time, the program constantly reminds you that you need to confirm the geolocation, but you do not pay attention to it. My husband confirms the geolocation an hour before the time expires, I immediately upon arrival home. In these 2 days, you can still safely go where you need to, take a test, and so on. After that, this is already problematic (there are options, but only the owner of the phone can confirm his geolocation with his face.)

My_contact,
such humiliations, to be constantly in touch, to be constantly photographed, any rest is not necessary. I will wait until the PCR on my return to Ukraine is canceled
аватар alla.neshcheretnaya
Sergey_7979, well, I don’t know how about jumping if you arrive from a country that is in the "red zone", it's probably still justified. BUT requiring a test upon arrival from a country that is not in the "red zone" is INSANITY!! ADVANTAGE!!!
аватар Sergey_7979
Interestingly, there are no exceptions for vaccinated. In other words, there is no serious talk about any vaccination passports in the context of mandatory PCR testing when entering the country.

Some surrealism:

Is it to bring new strains of Coronavirus to Ukraine?
аватар moy_contakt
Sergey_7979 to wait for the cancellation of tests, etc.... This is a personal matter for everyone. And at the expense of "belittling" .... When my friends and relatives living in different countries told how they are doing with quarantine, then believe me, everything is fine with us. They introduce quarantine or lockdown, and we calmly go out for a walk, to the store, to work .... My sister lives in Berlin, my daughter's mother-in-law in London .... A friend in Spain. There, in order to go to the store, it was necessary to order a pass, without it a fine, arrest, etc. And you won't shake the law. And try not to pay the fine. All this morality infuriates me, too, but alas. These are our new realities and the campaign for the next couple of years ....
аватар Igor_m
moy_contakt, I will add Italy (Milan). Indeed, all this infuriates, but this is not insanity, but a harsh need to deny yourself travel.
