Is it possible to leave at the border of the Russian Federation when flying to Thailand using an internal Ukrainian passport, and at the border of Thailand to enter with a foreign passport?
I am a citizen of Ukraine. I am on the territory of the Russian Federation on the internal (Ukrainian) passport. He has a patent for work, an agreement with the employer. There was a need to fly for 10 days to Thailand. According to the law of the Russian Federation, I must leave the country with the same passport that I entered, and I entered with an internal Ukrainian one. But I can fly to Thailand only with a foreign passport. Question: is it possible to show a Ukrainian passport when leaving for Thailand at the border of the Russian Federation, and upon arrival in Thailand, show their passport to their border guards. And, accordingly, the situation is reversed - upon arrival from Thailand back to the Russian Federation at the border of the Russian Federation, show the border guard an internal Ukrainian passport, since I am obliged to stay in the country due to the fact that the documents with the employer are issued for an internal passport and I can also renew registration only on it. Thanks in advance for your reply. Appeals to the consulate of Ukraine, calls to reference airports did not bring any result. The phone number of the border service is constantly busy.

You buy tickets to Thailand with a passport, therefore, you will need to show your passport at the departure. You, most likely, need to travel to Ukraine, and from there to Thailand.
аватар Kolhoznic
Not most likely, but it will have to be: to leave for an unsettled one, and from there - to Thailand. How can you "show the internal Ukrainian passport to the border guard at the border of the Russian Federation"?! Marks about visiting Thailand are put in the passport, and not in the Ukrainian one!

denys.koshkin, If it doesn't make it difficult, write the name of that law of the Russian Federation, according to which "I must leave the country on the same passport that I entered." I hear about this for the first time.
You've made up a problem for yourself out of the blue, to be honest. Take both passports, and the border guard will figure out which one to let you out. You also need to have a migration card linked to your internal passport, so the border guard will need both of your passports.
аватар ollennka
AnVas70, Kolhoznic, what are the jokes about returning to Ukraine?
аватар denys.koshkin
ollennka, the problem may be far-fetched :) but I’d rather clarify it before departure than at the airport we will be turned around by a border guard and covered with a copper basin of dreams of a long-awaited vacation.
Regarding the law, I will reformulate - logically, I entered the Russian Federation via Ukrainian, and the data (series, number) of the Ukrainian passport is indicated in the migration card, it is logical that when leaving, there should be a document tied to the migration card, or am I wrong?
As for flying from the square: I myself have repeatedly seen how people go by bus from there to Moscow, and from Moscow they fly cheaper to Thailand.
аватар ollennka
denys.koshkin, well, that is, you personally have not seen a law prohibiting entry and exit according to various documents?
It is absolutely right that you worry about the documents BEFORE leaving, and not at the border))) And the logic is correct - the border guard will want to see the passport to which the migrant is "tied". But he will also want to see your foreigner, because a ticket to Thailand is "attached" to him.
But on what kind of passport the exit will be issued, the border guard himself will decide. I hope you will unsubscribe later, stamped you out to the foreigner, or simply let you in through the internal.
аватар andreyvip
The main document for leaving and entering Thailand you will have a passport. It will be stamped with a departure and arrival stamp in both countries. It will be checked by border guards here and there.
You do not have to tell everyone left and right whether you work in Russia or not, you can just be a transit passenger. Who could come to Russia by bus, train, plane, but through another airport, and so on.
But I strongly recommend taking your native passport with a migration card. Once again, do not twist this set of documents. You will have it just in case. If even before customs (in the subway, on the train, just at the entrance to the airport), the police decide to check you. Then you can confirm the legality of your presence in the Russian Federation. These will just not be interested in where you are flying. Are you here legally?
аватар ollennka
andreyvip, well, how can you not turn a civil passport if at the border they will definitely ask you to present a migration card?)))
аватар andreyvip
ollennka Please do not confuse the functions of the FMS, the Ministry of Internal Affairs and the Border Service.
Theoretically, they have the right to check, but in fact this is more an exception. This is not the responsibility of the Border Guards.
But it is necessary to have these documents with you, as I wrote above.
аватар kolyan_cat
The problem is contrived.
They can not let a person out of the country only if he has committed crimes or violated some laws.
If a person is law-abiding and is in the country legally (which is confirmed by an internal passport and a migration card), then no one ever has the right not to let a person out.
аватар ollennka
andreyvip, you are confusing something. When leaving the Russian Federation, a foreigner must present a migration card to the border guards.
аватар Kolhoznic
denys.koshkin, and will not withdraw your migration card in the Russian Federation when passing through border control?! Let's go, take it out!
аватар ollennka
So a new one will be issued at the entrance, what's the problem?
аватар denys.koshkin
Yes, they give you a new one upon arrival. Here the question is rather that if I fly to Thailand abroad, they put a stamp on the departure (leaving the country) at the border of the Russian Federation, BUT there is no stamp on entry to the foreign country, since I entered the territory of the Russian Federation with a Ukrainian passport. It turns out that he appeared in the Russian Federation from somewhere) and then flew to Thailand.
I don’t argue, 90% that the problem is really far-fetched, maybe there are some of those reading with the same situation, after all, there are more than 2 million Ukrainians in the Russian Federation, because they fly on vacation somehow :)
аватар ollennka
Denis, you have an entry stamp in the migration card that you give to the border guard. So everyone understands who, when and where he came from.
The only thing that interests me is what passport you will be released from the Russian Federation on, whether they will put a stamp in a foreigner.
аватар denys.koshkin
I plan to fly in August, I will put a reminder to unsubscribe upon arrival from Thailand;)
аватар Olgaolga153
And yet, I agree with andreyvip, the stamp will be put back and forth precisely in the foreigner.

To the author of the question - a tour to Thailand, or tickets to Thailand, you can issue in the Russian Federation only with the data from your passport, when landing and, accordingly, passing the state border, you will be required to provide a passport, the data of which must correspond to the data of travel documents - I hope this sequence of actions is the answer to Your question! Take the train to Kharkov, or to Konotop and drive back through the foreign country, having flown back in the same sequence to the steam locomotive and enter the Russian Federation on a general civil basis.
аватар ollennka
The joke of humor from kvi2007 is even cooler than the first two answers. Those at least once offered to leave for Ukraine, but here already two ...
аватар kvi2007
ollennka, what's the joke? - a person wants to be on the territory of the Russian Federation on a common civil passport of Ukraine in order to comply with all formal questions - only such a course of events will do.
аватар Olgaolga153
kvi2007___ Or maybe everything is much simpler?
I'm not a connoisseur of nuances in this area, I'm just trying to reason logically. A couple of years ago I met a couple on holiday. He is Brazilian. She is a citizen of Belarus (citizenship was not changed). They got married, lived for a short time in Brazil, from there they left for the UK, where their husband was offered a job. From London came to rest in Turkey. So I think, how did they manage to come to Fethiye by foreigner from London, without initially leaving for their native country-cities, in order to enter the country of rest from there?)))
I think that a citizen should leave and re-enter using a foreign passport, and take internal Ukrainian documents: a passport, a temporary residence permit (or whatever is there) for insurance, as proof of the legality of being in the Russian Federation. (IMHO)
аватар denys.koshkin
Maybe it will be useful for someone: relatives were at the border of the Russian Federation and asked this question directly from the border guards - they said everything should be ok, they will release it without problems, have both documents with you. I haven't tested it yet, but I sleep much better :)
аватар kvi2007
Olgaolga153 your example is somewhat from another opera, those people you write about move across borders using international passports and have no problems, in this particular situation a person crossed the border from the Russian Federation on the internal passport of Ukraine and is on the territory of the Russian Federation according to the presented document, with he has a Ukrainian passport for himself, according to which he did not cross the border, but he can go to Thailand only by presenting a passport for which he will be issued a tour, or plane tickets ...., a person does not violate the law, but there is a bureaucratic conflict, I would place (for the sake of peace) I would drive to Kharkov and return back abroad ...
аватар kvi2007
denys.koshkin border guards told relatives at the border ... - trust, but verify;) I would just drive to the airport in Moscow and clarify the situation personally with representatives of the border control ...
аватар ollennka
Well, it’s already easier: just drive to the airport once, and not twice to Kharkov and back)))
There are no conflicts, you just have to take both passports with you on vacation.
аватар agent_borabora
At the moment, crossing the Ukraine-Russia border is only possible with international passports.
аватар ollennka
agent_borabora, in what sense? Ukraine stopped issuing internal passports?
аватар agent_borabora
Yes, last month we were informed that from now on, crossing the border is possible only with international passports. If a citizen of Ukraine does not have a foreign passport and he is in Russia, then you should contact the Ukrainian consulate to obtain a passport.
аватар denys.koshkin
agent_borabora 07/07/17 saw off his parents to Ukraine (they stayed with me for 2 weeks). They entered and left with Ukrainian passports without any questions. A year ago, I went to cross the border myself - I heard a lot of such tales on the bus :) One woman specially made entry-exit because her friend said that a patent for work is done only on a foreign passport (for reference: it was made then and is being made now on any of the two passports ) at the discretion of the citizen. Perhaps you are right, and literally in the last couple of weeks something has changed dramatically, but I would very much like to see a link to the law, or at least to the news. I googled it myself - I didn’t find it, everything is the same as before, enter with any of the passports.
аватар denys.koshkin
I got confused and wrote a request to the border service. To my surprise, after 2 weeks I received the following answer - http://prntscr.com/fyfffp. There are no clear instructions there, but between the deadlines it is clear that, according to interstate agreements, you can enter internally and leave internationally.
