The hotel is not very big, quite normal, clean room with bathroom, refrigerator, telephone, TV, but there are no Russian TV channels, the hotel is calm, strangers are not allowed in, standard breakfast. None of the staff knows Russian, some staff know English, and only Turkish. (but that's typical)
The hotel is located in the Ulus area, the area is considered not very prosperous, but it is unlikely that you will need to walk there at night. It is quite safe to be outside during the day (this is all ridiculous when compared to our safety on the street! )
Geographically, the hotel is located close to the center of Ankara - Kyzylaya - just 10 minutes by bus or taxi. Buses run every 3-5 minutes, stopping right next to the hotel. So if you are interested in an inexpensive hotel, this is for you.
