My family and I rested in Thailand both in March, April, and in August, and in August - 4 times, three of them in Pattaya, once in Phuket. From my observations, I can say that in Pattaya the rainy season is a great time to relax. Yes, it is more humid, yes, it can rain (and not only at night), but all this is not a burden, there is a lot of sun anyway. Warm water. In Pattaya itself, of course, the sea is so-so, on the islands or on the military beach - clean and beautiful. No waves.
But in Phuket, out of 12 days, there was only one day of sunshine, the rest of the days - rain and drizzle, and high waves, that is, we could not swim in the sea near the hotel. But on trips to the islands (Phi Phi, etc.) there was sunny weather and a calm sea, where we actually sunbathed and swam.
The price tag in Phuket in August is no better than any other time. In Pattaya - perhaps yes, a little lower, but not so much to save a lot. There are simply fewer tourists at this time (but there are still a lot of them!), especially since there have been a lot of Chinese lately ...

They were infrequent, pass quickly, mostly in the evening.
