As far as I know, the problem with swimming is not at all because of the rains, this is a separate issue, but because of the big waves, swimming is simply dangerous.

My family and I rested in Thailand both in March, April, and in August, and in August - 4 times, three of them in Pattaya, once in Phuket. From my observations, I can say that in Pattaya the rainy season is a great time to relax. Yes, it is more humid, yes, it can rain (and not only at night), but all this is not a burden, there is a lot of sun anyway. Warm water. In Pattaya itself, of course, the sea is so-so, on the islands or on the military beach - clean and beautiful. No waves.
But in Phuket, out of 12 days, there was only one day of sunshine, the rest of the days - rain and drizzle, and high waves, that is, we could not swim in the sea near the hotel. But on trips to the islands (Phi Phi, etc.) there was sunny weather and a calm sea, where we actually sunbathed and swam.
The price tag in Phuket in August is no better than any other time. In Pattaya - perhaps yes, a little lower, but not so much to save a lot. There are simply fewer tourists at this time (but there are still a lot of them!), especially since there have been a lot of Chinese lately ...

I agree with the previous comment. On the mainland only the name that is not the season. We were there 2 years ago in August. for 12 days 2 times in the evening it dripped a little, but everything was fine. Season does not affect prices.

The waves in Pattaya are not very strong, jellyfish appear in August. That's where they really get in the way. The rains pass quickly. Housing, if you rent a condo, is cheaper.

Fish, of course, is very expensive - from 300 baht for a small grilled catfish. Beer "Chang" - 90 Baht (on 7/11 - 53 Baht). SangSom (Thai rum) in a cafe from 200 Baht for a bottle of 300 gr. (7/11 - 149 Baht). Mango - from 60 Baht. Pineapples - from 45 Baht. There are very few Russians. Mostly Ukrainians and Kazakhs. Naturally, full of Chinese and Indians.

It’s really not the season on Chang - high waves, it’s scary to go into the sea - I don’t recommend it. We were on Chang in November 2013 - heaven and earth. Samet Island was beautiful - the sun, the blue sky, the gentle sea, few people - just PARADISE! It was possible to swim in Pattaya. Rains do not interfere with rest. They were infrequent, pass quickly, mostly in the evening.
