Deception and scam

In November, an excursion tour was purchased, the tour was paid for the full cost within 2 days, train tickets to Odessa were purchased on the specified date. 10 days before, a message arrives that the tour will not take place, and offers to replace tours with an additional charge or tours 3-4 days less than the paid tour. They chose a replacement well, returned the train tickets, bought new tickets to Lviv. Three days later, it is reported that this tour will not take place. As a result, we were forced not to bother moving the tour to the spring. But it didn’t take place either, they again offer a replacement with an additional payment of 100 euros or tours at the price of my reservation (although at the time of my booking half a year ago, the tour that was offered for a replacement cost half as much). Tours are not suitable for other dates as the vacation ends. They were forced to refuse and asked for a refund. AND HERE THE MOST INTERESTING BEGINS. AT THE TIME OF MONEY REFUND YOU WILL NOT BE REFUNDED 30% OF THE COST OF THE TOUR AS YOU SEE WHETHER THE TOURIST REFUSED THE TOUR, AND NOT THE TOUR WAS NOT PLACED BY THE FAULT OF THE ACCORD TOUR. ACCORD TOUR DOES NOT COMMUNICATE WITH YOU, THE AGENCY DOES COMMUNICATE, AND THEY CAN'T SAY ANYTHING, SO CALCULATED ACCORD TOUR. NOT ONLY THAT THEY HAVE BEEN USING OUR MONEY FOR MORE THAN HALF A YEAR, AND I STILL TURN OUT TO BE OBTAINED TO THEM.
