Returned from a wonderful sightseeing tour of Italy. http://www.pac.ru/component/option,com_tour/tour,304994/
Day 7 tour description says:
"Boarding the bus with things, departure to Venice (bus to Punta Sabbioni or Tronchetto marina).
Then by boat along the Giudecca Canal or Laguna to Piazza San Marco (the boat ride is not included in the price, it is paid additionally)"
Below where Extra charge:
"Travel in Venice by boat on the Giudecca or Laguna Canal to Piazza San Marco - 25E (both ways)"
I knew that a mini metro (People mover) was opened in Venice a couple of years ago and I wanted to specially arrive in Venice on it. My girlfriend and I refused to travel to Venice by boat. The escort very insistently explained to everyone that
"Venice is water, it's unrealistic to walk and there is no metro there, and in general you have to pay for the boat"
Except for the 2 of us, everyone paid.
On the way to Venice, the bus stopped at a checkpoint.
The escort demanded that we get off the bus, because. didn't pay for the boat. I said that I would go to Tronchetto, as indicated in the program, I received an answer: for the transfer of a tourist group to Tronchetto, payment for the boat is mandatory according to the rules of Venice. He refused to drive even to the nearest bus stop, indicated the wrong direction (we would have had to walk 6 km if we had not checked the information about the nearest stop with the locals - knowledge of Italian helped).

In Venice itself, I contacted the emergency Pac Group tourist support phone. They said that Pac Group has nothing to do with it, the tour is organized by the host "6 tour", they will be sent a claim, the answer within 1-2 days.
As it turned out, the payment is entirely for the entire bus, the boat is not mandatory.
I think that such people should not work in tourism.
