non-compliance with the terms of the contract

I applied to the Ocean agency at the end of January 2015. The tour was paid on time and in full according to the contract. Initially, and to this day, they did not provide an application number. The director reported that the flight was canceled by MOT, without providing a document confirming the cancellation of the flight. Since the TO did not offer alternative options, I wrote an application for termination of the contract and a refund of 60 (sixty thousand) rubles. The application was sent 21 days before the expected departure (03/28/15) but the money was never returned to my bank account. Director Sizykh T.V. is engaged in promises to return the funds in full and there is nothing left for me to do but contact the prosecutor's office and the police of Krasnoyarsk
