The Palazzo Comunale or Bologna City Hall consists of two separate buildings grouped together in one square structure: the Palazzo d'Accursio and the Palazzo del Legato. The oldest part of the complex is the Palazzo d'Accursio, named after the famous Italian professor, teacher of law, Francesco Accorsi, whose residence was bought by the city municipality in the late thirteenth century. The upper floors of the former Accorsi residence became in 1336 the residence of the elders, members of the highest judicial body of the city, while the other wing of the palazzo was used as a shelter. The Gothic faç ade of the Palazzo d'Accurcio overlooking Piazza Maggiore and the clock tower belong to the architect Fioravante Fioravanti (1425-28).
With the fall of the Bentivoli dynasty and the coming to power in Bologna of Pope Julius II, a residence for the Papal Legate was built next to the Palazzo d'Accurcio (hence the name of the palace, Palazzo Legato); the facade of the palazzo was designed by Galeazzo Alessi (1550). The stairs of the palace were built by Bramante.

The city administration still occupies the Communal Palace. This building is interesting both from a historical point of view and from an architectural point of view. The portal was made by Domenico Tibaldi, and is decorated with a statue of Pope Gregory XIII, made of bronze by sculptor Alessandro Menganti.

In the courtyard on the walls are numerous memorial plaques in honor of prominent citizens of Bologna. On the ground floor are the Hall of Hercules and the Hall of the City Council, decorated with magnificent frescoes of the XVII century. On the second floor is the Farnese Hall, where Charles V was crowned in 1530, and the Legato Chapel (or Farnese). On the walls of the Farnese Hall you can see scenes of the most significant events of the city.
On the third floor there are two interesting museums: the City Art Museum (paintings of the XIII - XIX centuries) and the Giorgio Morandi Museum.

The palace occupies an entire block. On the west side - a real fortress.
