In written sources, the city was first mentioned in 1607 as the Polish fortress Nestervar in the Bratslav province. In the second half of the 18th century, Tulchin belonged to the Polish magnates Potocki. The palace of Stanislav Felix Pototsky, designed by the French architect Lacroix, has survived to this day. The palace is considered to be the best example of classicism in Ukraine. During the time of Potocki, the palace shone with luxury and splendor: gilding and exquisite stucco, chic furniture, the walls are decorated with paintings by outstanding Raphael and Rembrandt (three paintings from Tulchin are in the Louvre in Paris). The Dutch designer Merckx carefully thought out the interior design of each hall. The palace hosted the most famous people of that time - the balls held here were not inferior in their organization to the best European festivities.
The park, laid out around the palace ensemble by the English gardener Miller, was represented not only by local vegetation, but also by exotic trees and shrubs, and had a system of ponds and canals. The alleys were decorated with pavilions, fountains and sculptures. Some historians claim that it was in this palace that Stanislav Pototsky first saw his future wife Sophia, in whose honor he would later build an amazingly beautiful park in Uman.

During the time of Potocki, the Dominican Monastery (today the Cathedral of the Nativity of Christ), the Assumption Church were built, the cemetery church was rebuilt on the Church of St. Stanislaus, small palace, in which in 1796–1797. lived an outstanding commander A.V. Suvorov. In the village of Pechera - one of the most picturesque corners in the Tulchin region - a wooden church of the Nativity of the Virgin was built, here is also the Pototsky mausoleum-church, designed by the Ukrainian architect V.V. Gorodetsky.

In 1796–1797 in Tulchin was the headquarters of A.V. Suvorov.
Here the great commander wrote the famous work "The Science of Victory". In the vicinity of the city, the remains of earthen buildings are still preserved, where soldiers were trained, wells dug and equipped by Suvorov's soldiers.
