It's all about discounts. It's not normal. We investigated and found out that this is money laundering. And therefore a gangster office. Which can "collapse" at any moment. in separate issues (and they turned out to be the most important for us). The tour operator sets prices and each travel agent receives a commission, and even if it is not increased much.
