1. We bring to your attention that for a trip to such visa-free countries as Turkey and Egypt, children under 18 are allowed to enter in the passport of their grandparents, no one forbade this. But since it is unprofitable for the OVIR (or an agency providing similar services) to do this, but it is more profitable to issue a travel document for a child, it is not surprising that they laughed at you.
