My child, when he came out of the toilet, found that the bus had already left, and turned to the gas station workers for help, who reported the situation to the police in order to stop the bus at the next police post.
As a result, the accompanying person found out that they had abandoned my child at a gas station at night only from the policeman who detained the bus, which had already traveled a fairly long distance. At the same time, the bus did not return for the child, but waited for some ride to bring the child to him. At the same time, the accompanying person did not tell the parents anything about the incident, did not even apologize, and mocked the child all the way and blamed him for what happened, but what is his fault and criminal negligence!! With such boorish, indifferent, irresponsible and dangerous behavior for children on the part of the tour. Operators and their representatives, I have not come across. Therefore, I do not advise sending children with such organizers, because. it's just not safe.

We would like to clarify the current situation and explain that there is no fault of the Tour Operator in this case:
1. The child was traveling with his teacher, who had a notary's permission and who is responsible for the child's health. He did not ride as part of a combined group of children of individuals who should be looked after by our representative.
2. If there are groups of teachers with children on the bus, each teacher controls the collection of the composition of his group. It is the responsibility of the teacher to include: control over the children from his group, including when boarding and disembarking, making sure that everyone has entered or exited.
3. The teacher notifies the Steward if his group is not yet full on the bus.
4. The Steward on the bus does not have the phone numbers of the parents of the children who are traveling with their teacher, so he could not call you back and notify you of the situation.
This should have been done by the teacher.
5. The bus did not return for the child because the gas station staff sent the car with the child to the bus before the absence of the child was discovered. Otherwise, the bus would definitely come back for him.
6. The tour operator is responsible for the organization of recreation: accommodation, meals, travel, insurance, all these services were provided in full.
For the future, we took into account the current situation, and our steward will definitely remind the teachers to check all the children on the bus.

Нам крайне неприятен инцидент, который произошел с Вашим ребенком.
Мы хотели бы внести ясность в сложившуюся ситуацию и объяснить, что вины Туроператора в данном случае нет :
1. Ребенок ехал со своим учителем, на которого было нотариальное разрешение и который отвечает за здоровье ребенка. Он не ехал в составе сборной группы детей индивидуалов, за которыми должен смотреть наш представитель.
2. При наличии в автобусе групп учителей с детьми, сбор состава своей группы контролирует каждый учитель. В обязанности учителя входить: контроль за детьми из его группы, в том числе при посадке и высадке убеждается, что все зашли или вышли.
3.Учитель уведомляет Стюарда, если его группа ещё не в полном составе в автобусе.
4. У Стюарда в автобусе нету телефонов родителей детей, которые едут со своими учителем, поэтому он никак не мог Вам перезвонить и уведомить о сложившейся ситуации. Это должен был делать учитель.
5. Автобус не возвращался за ребенком, поскольку сотрудники заправки отправили машину с ребенком к автобусу, до того, как обнаружилось отсутствие ребенка. В противном случаи автобус обязательно за ним бы вернулся.
6. Туроператор несет ответственность за организацию отдыха : проживание, питание, проезд, страхование, все эти услуги были оказаны в полной мере.
На дальнейшее мы приняли во внимание сложившуюся ситуацию, и наш стюард обязательно будет напоминать учителям, проконтролировать всех детей в автобусе.

К тому же вышеизложенная позиция совершенно не соответствует правилам перевозки организованных групп детей и правилам, установленным самим туроператором, Предприятием «Сакумс», для автобусных туров - http://sakums.com.ua/page/documents, а именно согласно п. 1 раздела «Руководитель группы» указанных правил предусмотрено, что сопровождающий группы – это уполномоченный представитель туроператора на маршруте, координирующий и обеспечивающий выполнение программы тура. В обязанности сопровождающего группы входит в том числе контроль за количественным составом группы. Немаловажным еще есть то обстоятельство, что автобус, в котором ехала моя дочь, был заполнен на 100% (как сообщил мне Ваш представитель), что еще больше упрощает выполнение сопровождающим группы Людмилой своей прямой обязанности пройти по автобусу и пересчитать туристов (учитывая необходимость более ответственного отношения к детям), обнаружив при этом пустое место возле прохода. Как человек, который регулярно пользуется автобусными турами других операторов, я очень удивлена тем, что в Вашей компании сопровождающий группы освобожден от проверки количественного состава группы. К тому же, как Ваш представитель Елена уверяла меня в разговоре, что учитель была таким же заказчиком тур. услуг, как и другие туристы, что конечно не снимает с нее ее личной ответственности, но и не освобождает Вашу компанию от выполнения своих прямых обязанностей. Кроме того Вашим предприятием было также нарушено требование п. 70 Правил предоставления услуг пассажирского автомобильного транспорта, утвержденных Постановлением КМУ № 176 от 18.02.1997 года, которым предусмотрено, что заказчик услуг, т.е. Ваше предприятие, должно было назначить для каждой группы из десяти детей руководителя, ответственного за сопровождение их во время поездки, а для группы 30 и более детей - медицинского работника и провести инструктаж по правилам поведения и техники безопасности. Учителя Ваше предприятие назначить руководителем группы из десяти детей не имело права, потому что она являлась Вашим клиентом, и Вам не подчинялась. В данном случае в поездке от Вашей компании на большой автобус был только один сопровождающий, никаких инструктажей также не проводилось. Ответ Вашего предприятия можно расценивать только как подтверждение безответственного и безразличного отношения к детям, невыполнения взятых на себя обязанностей, предусмотренных законодательством и утвержденными Вашим предприятием правилами, а также полного снятия с себя ответственности за обеспечение безопасности детей.
