There has never been hot water, since cold water is at room temperature, but very often it doesn’t happen either. And if you can quench your thirst with a purchased one, then washing is problematic, plus a dirty toilet. The food is meager - it barely pulls out for a C grade. The facts of unsanitary conditions everywhere upset the most - the patio was turned into a sewer drain, the garbage is not removed - it falls out over the nearby fence, which is perfectly visible from the balcony.
