I do not recommend apartments Jovana Villa 3 *. We were there in July 2022.
The cleaning of the rooms is disgusting, hair on the floor in the bathroom after each visit by the maid. The rooms are tired, to put it mildly, our bathroom door opened only on one side, because there was no handle on the other (it fell off): you go into the toilet, and to go out you need to call someone or close the door, and not close it completely . There was a case: the chips that we bought ourselves disappeared from the room and the hostess assured us that this could not be, because people have been working for her for 10 years (as if a trifle, but unpleasant). The owners are generally indifferent people. So, if you lose something, you should not count on their help.
The only thing that was good about the room was that it was large (we took a studio) and a terrace overlooking the mountains, the minus was that the room faced the road with a terrace and it seemed to be a small street, not the main one, perhaps such acoustics beyond the mountains, but it is impossible to sleep at night with the door open, every passing car or motorcycle woke up. You can close the door with air conditioning, but it is noisy, maybe for someone this is not a problem. In general, it is impossible to say that this is a quiet place.

The bed was clean, changed approximately every 4-5 days.
Wifi was free in the rooms, the signal was ok. But we traveled a lot on excursions, so we mainly used roaming.

The beach is far away, 10-15 minutes, you need to cross the highway, the beach is municipal and, of course, a lot of people. Sun loungers paid in 2022 was 15 euros set.
And I didn’t like it either, everything is nearby: here you swim in the sea, and there boats float out that take people on excursions or jet skis. It smells terrible of fuel and the sea is dirty.
You can sail on a boat for 4 euros per person to the island there, of course, the sea is simply amazing, there are fewer people. Sun loungers were already 20 euros and a beer 5 euros a glass, while on the municipal beach 3-3.5.

We took breakfast and dinner. Meals are separate from the hotel, 5 minutes walk. Cafe Stella Star, for breakfast and dinner the same choice of dishes, but as far as I understand, this is the case everywhere in Europe. Breakfasts were a little worse, only tea was free (black, green bagged local Lipton type), coffee was already paid. Dinners were more hearty: there was almost always some kind of soup and there was a choice of, for example, chop, stuffed peppers, mashed goulash, etc. Good portions. Of the drinks for dinner, only water for dinner is free. And of course watermelon for dessert. We ate.
Waiters had to wait sometimes for 30-40 minutes, they first served cafe visitors, and people like us went to work.
Montenegro is a beautiful country, in Budva there is something to see even without excursions, for example, we walked to the Mogren fortress on foot. At the top of the monastery and there is a wagon platform overlooking Budva. It is worth considering the fact that there are many Serbs there and they mostly support Russia.
