We rested in Kotva last year. Because I myself am now looking for reviews on other countries. I decided to write. The ticket was bought in a hurry, but the hotel was lucky. Solid 3 stars. Decent room, good cleaning (don't forget the tip). The room overlooked the pool facing east. Therefore, the sun was only up to 10 hours, respectively, the whole day was fresh and the absence of air conditioning was completely unnoticeable. The breakfasts are very decent. Although k-day is the same, but there are a lot of dishes, you can vary. There are plenty of establishments nearby from eateries where local robots eat (decent cuisine) to expensive hotel restaurants.
The main + of the hotel is its location. The wonderful, one might even say the exotic town of Nessebar is very close, on foot or by bus (they go often).
Be sure to go to the sea early in the morning (before breakfast), when it is clean and invigorating.

I advise you to go to Shipka, just keep in mind the roses in the valley fade until June, but no one warns tourists about this.
And one more piece of advice, we traveled from Kyiv by bus (Kyiv - Sazopol), and although this seriously reduced the cost of the rest (it turned out cheaper than Crimea), I decided for myself - the first and last. once. This is a living hell. A terrible road in Romania, toilets in the field, rudeness of the attendant, and so on.
If possible, it is better to save on food but take an air: nerves and health are safer.
In general, I would like to go to Bulgaria more.
