I don’t remember if I went with an accord, but I’ll say this: if the tour operator told you this, then the situation is 50/50. In any case, I would recommend you to voice the problem that arose with the chord when you came to another tour operator (so that they know how to approach correctly to obtain a visa) so that you do not inadvertently anger the consulate and receive a refusal this time in your passport.
