I want to go to the Czech Republic and take an air tour. Additionally, I want to see Dresden and Vienna. Better and cheaper to take all at once! The air did not fly, but the bus tours have a program with additional (optional) excursions. You decide whether you need them or not, and already on the bus you pay the manager what you want.
If you take tours in Prague it is MUCH more expensive! Believe me, I have compared many times! For example, in Dresden with a travel agency - 40-50 euros, and in Prague with an agency - approx. 100 euros!

If I were you, I would go to Vienna! After visiting for one day, you will decide whether it is worth returning there! For example, I made a decision for myself that I would not go to Vienna anymore. This is not my city. But I will return to Dresden again and again! =)
