It is not that simple. This is a legacy of the previous life of Taba hotels. Prior to the development of this region by our operators, Taba hotels did not provide "all inclusive" mode. They worked (as the whole of Egypt once worked) in BB, HB, FB modes. We were in this hotel in May. The minibar was empty, water in a 1.5 liter bottle (sealed of course) can be taken unlimitedly in the restaurant during meals.
