We just never do this and always get seats near the emergency exit. It's simple: these places cannot be pre-booked. Here they remain. But there is a small minus: the backs do not recline, but there is a lot of legroom.

for charter flights there seems to be no online registration. only for ordinary ones. + during online check-in, you cannot select emergency exit seats. it is necessary, as advised above, to come one of the first to register and ask. documents will help.

At the airport, for only $1 (how much they asked for at check-in), we got such seats purely by chance in the middle of the queue, and for some reason, with children, everyone was put on the 2nd, 3rd, 4th rows.
