Ellena, I still dare to object at some points: tickets for charters to Greece are freely sold without tours by Kiev TOs in the summer (from the mainland only Thessaloniki, however), all the same Kiev TOs tirelessly "soar" Halkidiki (well, some islands still) - and if a person is going to the mainland, then contacting TO is more expensive for himself and in general there is no point. IMHO. They will send a regular train to Athens and settle somewhere where not a single tourist has ever been sent ;-)
By the way, even cheap apartments booked through TO are much more expensive than just renting the same apartment upon arrival on your own or booking on the website of a particular villa. Halkidiki was full in 2010 of housing costing 25-30 euros for 4 (!!!) people. This is a 2-room apartment with a kitchen, no meals, on the sea. TO usually sell the same, on the same dates already for 50-80 euros. Which is not very expensive, but 2 times more expensive than booking on your own.

I don’t know how it is in Ukraine, but here all St. Petersburg residents take a Finnish visa (there are no refusals as a phenomenon in general), they drive them to Finland by car once or twice to go shopping without spending the night, and then all of Europe is open.
