I haven't been to Montenegro, so I can't say where is better. In Croatia, you can relax comfortably, actively and the prices are moderate. I lived in a villa. I had a large room with a kitchenette: a stove, a refrigerator, a sink, all necessary utensils for 6 people, a TV panel.

My husband and I were in Croatia (June 2006) and Montenegro (September 2008). I would not say that Montenegro is a cheaper country (as is commonly believed). Except just a little bit. It is not as well-groomed and developed in terms of tourism as Croatia (many undeveloped or neglected areas; rubbish on roadsides and beaches, etc.). There are enough active recreation here and there, in Croatia there are more sights due to the fact that the territory is larger :) IMHO, Croatia is more interesting in terms of historical and cultural monuments, Chern-ya - nature. There are a lot of Russians in Montenegro, in Croatia (at least 2 years ago) mostly Europeans. Both there and there we rented transport, rented apartments in a villa on the seashore in a quiet place for 35 euros / day. Hotels in Cherno-rii, as far as I remember, are quite expensive and do not justify their cost. In Croatia, it seems, a little better, but also a little expensive. I prefer private apartments :) Cafes in C-rii are cheaper than in Croatia, products in the market and in the supermarket are about the same. As for entertainment - I will not say, they were not interested. Although if in general - Croatia, perhaps, it will still be more interesting.

Both countries are wonderful, interesting, insanely beautiful. It's impossible to compare! I recommend visiting both countries: preferably in one tour. Then you can evaluate. For a couple of months I could not forget the emerald color of the water and the fish swimming under me.

We rested in Montenegro in Budva in 2007. They lived in a villa. I liked the rest very much. In general, nature in Montenegro is something - the purest sea, mountains, rocks, greenery, many old towns, many excursions.
