We rested in Netanya in September 2016, from a tour operator, we took excursions on the square in Russian travel agencies. The town was chosen in the middle between Tel Aviv and Haifa, so that it would be more convenient to attend excursions in different directions. I agree with lysenko.lau1 - Haifa is not the best option for traveling around Israel. This is a port city, not a resort city. Here the city of Netanya mentioned above is yes a resort.
