I agree with lysenko.lau1 - Haifa is not the best option for traveling around Israel. This is a port city, not a resort city. Here the city of Netanya mentioned above is yes a resort. No industry in the city, no port... But there are about a dozen hotels along the seashore (and 5 more a bit further away).
