You can merge, but not necessary, IMHO. As for me, Dubrovnik is a very cool city and the minimum for it is full daylight hours. This is so that you can catch it fluently, but that’s all, including the cable car, for example, and go through the classic route along the fortress wall (it’s with him that I advise you to start the tour). It may also happen that half a day is enough for you, then you can drop into Trebinje, but already on the way back. I think it is better to proceed from the fact that Dubrovnik-1 is a full day, if in fact Trebinje turns out, you are going. Please note that the route Budva-Dubrovnik-Trebinje-Budva is about 4.5 hours just on the way - without stops and borders.
I recommend combining Trebinje with Herceg Novi, which, in my opinion, also deserves attention, at least for a couple of hours.
According to the CG, I highly recommend the canyon of the Piva River and the mountain road from this canyon to Zabljak, and there is already the classic Tara canyon (which, after Pluzhine, is not very impressive).
