We traveled with a 6 year old child. For him, a stunning beach 7 km from Budva - Trsteno. Fine, sand. You can get there by taxi or bus. You can live in Budva. Noisy in the evenings, of course, but in the disco area. The rest is quite normal. I can also recommend the villa - its owner is a friend of our family, we went to him for 2 years in a row and are going to the next one. Villa Nikolic.

Zlata28 is absolutely right - there is also nowhere for an apple to fall - we were in August this year. Went there from Budva. But if Budva stands a little apart, then Rafailovici and other tiny towns are next to Becici. In fact - the same incessant beach with a small promenade.
Personally, we had no problems with the noise in the city. My little one and I went to the old town in the evening, and sat on the beach in a restaurant - they arranged a sleeping place for him from two chairs.
If you want there to be absolutely no one, you can also choose Petrovac. But I would still recommend Budva. From it you can get to any beach within 10 minutes. Here you have the urban Slavic, and Mogren, and Yaz, and Tresteno, and Ploche multi-level with a bunch of pools, if the child does not like the sea.
And you, too, will not be so bored in Budva. If you get to a good villa, you can agree so that you can leave, and they will look after the child in the evening.

According to my observations, in Montenegro there are, in principle, not crowded beaches. We went in September and there were a lot of people everywhere. It's hard to imagine what's going on there in August ;-)
Of course, there are fewer people in Petrovac than in Budva, but to say that almost no one is not true. Lucica, which was also in Petrovac, was simply packed with people. And the city beach is a little more deserted, but there is just a part of the coast occupied by yachts and boats.
Of the beaches that we visited, and these are all the beaches from Jaz to Buljarica, including those outside the cities, I liked Buljarica the most. The fact that there is a feeling that you are in nature is not noisy, not many people, the beach is large. Most importantly, there is no clutter of villas, hotels, bars along the coast and yet you feel closer to nature.
There are few boats and yachts in the water - I also liked it because in Przno, for example, there is not a beach, but a yacht parking. We didn't even want to swim there.
But Buljarica has drawbacks - it is far from Budva, without a car, probably not very comfortable. Although, maybe there is a lot of public transport, I don’t know. The town is small, there is not much entertainment there. But the fruits on the market were the cheapest. There are also large pebbles here, and in Becichi, Kamenovo, though not sand, but pebbles, but small

In Petrovac there is still a beautiful path in a coniferous forest (somewhere up to 1 km long) along the coast, through tunnels with access to the beach (not crowded, but not the most convenient for entering the water). I really enjoyed walking there.
They say that there are trails from Petrovac to Buljarica along the coast, but it's probably too far with a child.

It is difficult for me to judge whether it will suit the baby, but you will definitely like it. The beach is outside the cities, towns, just a beach (although there is a restaurant there) - there are not very many people either. Nice place. But there are very large pebbles, rather stones, but not sharp, smooth, round. In general, massage ;-)

In August, they ask for an unrealistically large amount of 50, 60 for a few days. The meaning of such a rental is doubtful. Moreover, if you look for a rental in advance, but for a long time, you will bargain at a good price.
I can throw off our rental, 10 days for 35 euros with insurance, 2 drivers, diesel, Renault Thalia. But in September.

There are a lot of sea urchins - but not where people swim. On Trsteno, they stuck around all the rocks in the bay - it's fun to snorkel and watch them. This was not the case last year - they probably bred at this time.
If you take a car for more than 10 days, the discounts are good. About the prices for the villas. This year, we got 1600 euros for 14 days for three (approximately - I don’t remember exactly how much - this is including air, if I’m not mistaken). But prices average 50 euros per day per room. (for the whole room)

Just like in our country, a parking attendant comes out of nowhere, although there are no identification marks on him and verbally announces the price. For me it's a divorce.
It even gets ridiculous. We arrive at a wild beach, almost no one, there is a place for a car in the woods - there is not a soul, but signs hang everywhere (old, hang for a long time) - like parking 3 euros / hour, 2 euros / hour ...
We always found free places or parked in civilized parking lots.
In general, parking prices are often high and you can get a good deal here, especially if there are a lot of movements per day.
Please note, there is a huge free parking near the beach of Lucica (Petrovac). Immediately behind it is a slagbaum and the grandfather sits until 18-00, collects 3 or 5 euros from the car. We ask - go far? Lies that 1km. We pay, we drive 150-200 meters and voila-la-sea. You might as well guess ;-)
There are many such little things. It's a pity that there is no sea in Germany ;-)
