For citizens of Ukraine to Croatia, a Croatian visa or a multi-Schengen visa is required. Visa-free options do not work.

For citizens of Ukraine to Croatia, a single "Schengen" is enough if you go through Romania and Serbia. Verified personally. I am writing from Croatia with a single Polish Schengen visa in my hands. Moreover, it is "not open", although there is no such thing as an "open" or "not open" Schengen!
