The question is how much they bought the flight and where the plane arrives. The cheapest flight from Moscow via Belgrade to Tivat is with Serbian Airlines. My friends flew to Montenegro themselves, for two people with all the excursions 70 came out. Aeroflot flights are more expensive, but direct.

You need to specifically compare, and preferably before buying): dates, duration, hotel, number of guests. Sometimes you can save a lot, sometimes a package tour is cheaper, but the choice of hotels in packages is more limited.

They won't save much. Package tours are for that and package, which is saving on the cost of the hotel, on the transfer to the hotel, and on the block of seats on the plane. Usually these savings cover the commission of the tour operator.

It's always different.
Booking.com gives not the best prices for Montenegro.
This year there are no cheap flights from Ukraine to Montenegro, on average $320-350 per person.
A support organization is beneficial when you can buy an inexpensive flight and book a hotel in advance (different sites for different countries).

From Moscow, a round trip flight with a transfer in Belgrade for one 10,000 rubles (165-170 dollars). Isn't it cheaper to get from Ukraine by car?

Considering the cost of gas...not sure.
320-350 is a direct charter. There is no regulator. With transfers, I think you can find cheaper.

As far as I studied (but did not fly) Serbian airlines have the cheapest fares to Tivat. I read reviews that Ukrainians went there by car, maybe gasoline is inexpensive in Serbia, due to this you can save money?

There is no petrol cheaper than 1 euro in Europe. This is 25 UAH. per liter, 1500 UAH for a 60 l tank.
Many of us go to Europe by car, but this has ceased to be for the sake of economy. It's just that Europe is closer to us, and if you plan a trip, and not just a beach, then it's better to go on your own than to rent it there.
The car is inconvenient when the distance is long, with an overnight stay or two, and the passengers are pensioners or babies :) Or, when people are limited in time: the flight takes a couple of hours, and the road by car takes a day or two. The driver is tired, again.
In general, everything has its pros and cons.
Although, in a specific example: if there are 4 people, then one flight already costs $ 1,200 - that's 20 tanks of gasoline :) They won't burn that much to Montenegro and back :)

Perhaps, but I met several reports where Ukrainians traveled by car. On my own, I’ll say that from Nizhny we went to the Crimea, through Dnepropetrovsk, 1,800 km one way. Taking into account that gasoline is more expensive in Ukraine, it still turned out to be cheaper, we dashed off 500 km across the Crimea. A family of 3 traveled. But the exchange rate of the ruble and the price of gasoline have changed, you need to consider everything at the moment.

Accidentally came across today, there is a train Msk-Tivat, just through Ukraine. It takes more than 2 days from Moscow time, less from Ukraine, it can be useful to someone, I didn’t look at the prices.
