I agree with the previous answer - a relaxing holiday in the district of St. Stephen. It can be the village of St. Stefan itself, Milocer or Przno (10 minutes walk). This area is better than Becici and Rafailovici, there is no such pile of hotels and villas. Yes, and nature is more picturesque, it is easier to breathe. The beaches there are good and for any choice - small or large pebble, municipal or private. But all are clean.

You can still go to Ulcinj. It is also calm and very nice and clean beaches. There is even a special beach for pregnant women. I also liked Herceg Novi. A very beautiful and picturesque city. And in Budva there are a lot of discos on the embankment and noisy until the morning. Although it is very beautiful, especially the Old Town. I liked the whole of Montenegro!

If you are going to live near the Bay of Kotor (Tivat or Kotor), then it is simply insanely beautiful there, but things are not very good with the beaches. The nearest good beach is Plavi Horizonti (Blue Horizons) - it takes about 20 minutes to get to it from Tivat, from Kotor 2 times longer.
And do not choose the city of Bar yet: it is a port city. The beaches there are not very good and the place is not particularly resort-like.

I do not agree, Snowbird fly, with your assessment of the rest in the Bar! Of course, in terms of beauty and popularity, it is significantly inferior to Budva, Kotor, Tivat, but in the Bar it is quite a comfortable, relaxing holiday! I was there in August last year, I lived in the Princess Hotel - I really liked it! (You can see my review.) This hotel is located right on the seashore, near a picturesque park and the former royal Palace. The hotel has its own beach (sunbeds and umbrellas are free).
