I don't know how it was in Vinnytsia, but I recently got in line in Lviv. On June 1, 2014, Polish visa centers changed the system of submitting documents. Now to register in the visa center on the queue you need to pay the amount of UAH 300 in any branch of Credo Bank or Idea Bank (no one else), there will be a special code on the check with which you can call or queue on the site. Honestly, until June I called for 2 months to no avail, there was no queue or busy all the time. After the innovations it became without problems.
