In general, in addition to the voucher (and it applies only to transfers in the country of arrival and hotel accommodation), the travel agency must issue you a printout of the e-ticket in both directions, they are the confirmation that the flight has been paid for! If you were not given the full package at the travel agency: 3 vouchers , insurance, tickets - all this you should get at the tour operator's desk at the airport. By the way, in Thailand, when registering at the airport, you need to show not only your passport, but also a ticket! (you do not need a voucher at the airport, you must show it to the guide at the transfer and at the hotel)

It is better to call the travel agency and ask where and when you will receive the full package of documents, most likely you were simply given a service agreement, in some cases the tourist himself drives up to the agency 1-2 days before departure and picks up the documents.

Now all documents are in electronic form. you may not even be given a voucher, but this does not mean that you do not have a tour. doubt? call the tour operator directly

A transfer voucher and a hotel voucher are usually 2 different pieces of paper. And an electronic printout of air tickets is also issued, but always. In fact, the agency issues all documents to the tourist after paying for the services. That is - if the vouchers are on hand, then the services are paid.

Thanks to those who answered. I am interested in this question in the context of the following circumstances:
A tour was purchased for the period of the New Year holidays. A contract was signed for several people, and its full cost was paid. After that, very negative reviews about the agency were found, namely, cases of non-payment for hotels and air travel. In addition to all this, since I have the citizenship of another country (not the Russian Federation), I need a visa to enter the resort (the rest is not required, because the visa-free regime with the Russian Federation). The list of documents required for its receipt includes - a paid hotel (voucher), - a paid air flight. Time passes, and the documents only promise me. They promise in the near future a voucher for a hotel and air tickets (which will be without a number yet). So I'm trying to figure out how not to end up on New Year's Eve, it's unclear where, and with nothing. And yes, judging by the details, the agency is a branch of the tour operator, i.e. one and the same organization.

Yes, in such a situation, coward them until they give everything away, and do not forget about the consumer protection society, they oh how they don’t like it.

I'm telling you, the surest option is to find out who your tour operator is and call him!!! Only then will you be 100% sure. if they have all the documents, then everything is ok

Anette-dan is right, you need to call the tour operator directly and find out about the payment for your tour.
