These problems with passports always start in late spring and continue in the summer (for everyone to be "good"). In autumn and winter, passports are issued almost without delay. In 2008, my husband and I almost lost our vacation. In the morning we received passports (and then only using his official position. Otherwise, they would have been detained in the airport for another week). And in the afternoon they already made out a tour, the next day there was a flight.
