Ukrainian passport, birth certificate, 4 photographs, and paid receipts, and a certificate of good conduct is valid for 1 month, then you need to do it again, but it’s better to call any travel agency that deals with issuing passports and find out everything in detail. Yes, I don’t know how things are now with queues of OVIRs in Kyiv, but earlier, just to submit documents, you had to stand in line for a week (by appointment!) So it’s better through intermediaries, without queues.

what's with the photo nonsense???? Now the photo is not pasted into the passport, you are photographed in OVIR for the application form, then this photo will be in the passport. You don’t need a birth certificate either, only an internal passport, and a certificate of criminal record is complete nonsense, during that period 1 month or less everything is done OVIR itself ....
