As far as I know, covid insurance is now mandatory. well, and a smartphone for a quarantine application

In addition to YaSlavnaYa's answer. The smartphone must be with a Ukrainian SIM card. Follow the link for a description of the work with the application from the government portal: https://www.kmu.gov.ua/news/yak-pracyuye-zastosunok-dij-vdoma

It is not entirely clear to me what kind of border we are talking about, about Russian or Ukrainian.

First, make sure that quarantine restrictions for citizens of the Russian Federation allow entry into the territory of Ukraine. Otherwise, there may be unpleasant surprises.

A big THANK YOU to those who answered!
I will send to my daughter. She is a citizen of the Russian Federation, but lives in Ukraine (permanent residence), she wanted to come to us (in Moscow) to stay. Unfortunately, there is no other way to get there, as soon as by bus from Kyiv.
This, by the way, is the answer of Marsyanchik (y). Interested in events on Russian territory.

As I understand it, all the advice concerns the way back (Russia - Ukraine), but anyway - thank you, because. my daughter will still have to go back (unless, of course, she manages to get to us first).

lana58,
with permanent residence a little more difficult: very few Russian insurers agree to insure Russians permanently residing abroad. those who agree ask dearly. therefore, while the daughter is in Ukraine, let her find out about local insurance - it seems that Alfa-Bank insures (but this is not accurate).
about the method - from 7.08 they promise planes through Minsk (Msk-Minsk-Kyiv and vice versa)

YaSlavnaYa - Thank you very much!

A two week quarantine is mandatory. If GR.RF insurance is not required. At least those who entered from Belarus did so. I think that the same rules apply from Ukraine.
