You can buy a tour with a departure from Kyiv (for example) only from a tour operator that sells a tour with such a departure. With a departure from Kyiv, tours are sold ONLY by Ukrainian tour operators (I'm talking about Egypt). The Russian agency can see this tour and even book it, but the payment must be made to the Ukrainian tour operator in Ukrainian currency, which means that you need to go to Ukraine, conclude an agreement with the Ukrainian tour operator, open an account in a Ukrainian bank and deal with the Ukrainian tax and other structures. Not a single Russian agency will go for this, and not a single country, either. That is why in our agency so many tours are booked by residents of Belarus. Here, in the Ukrainian agency, but not vice versa.

Here at the airport you only need a foreign passport without violating the Ukrainian visa regime - in your case - with a mark on crossing the Ukrainian border.
