As far as I understand, if the order value does not exceed 1000 euros (and up to 35 kg), there is no duty. However, there is 18% VAT + costs for customs services. At the same time, according to the calculation on the site (tks.ru - all about customs), according to the customs nomenclature number 9006510000 (SLR cameras ...), they take both duty and VAT and for registration (total about 12,500 rubles of taxes need to be paid from $ 1,000) . By the TN VED code, you can see all the payments that the company must pay when importing goods from abroad.
On the site you mentioned, there is a section on individuals, which says that items imported for personal use are exempted from customs duties and TAXES, "the total value of which does not exceed 65 thousand rubles and (or) the total weight of which does not exceed 35 kg ."
But it is also indicated there that these rules do not apply to goods sent to the IGO.
Simply put, if you carry one camera in accompanied or unaccompanied baggage for yourself (need to be proven) worth up to 65,000 rubles (need to be proven) and weighing no more than 35 kg, then you do not have to pay duties or VAT.
If the customs office proves that the cost of such a camera is higher (they look at it in their databases) or you are transporting several of them, then the camera is declared a commodity and you pay the full duty, VAT and what else is paid in Russia, I don’t know for sure, we have fees were canceled five years ago.

There is a postal customs department. All parcels from abroad go through customs control. The inspector reviews the documents. If the product is cheaper than 200 Euros (for Ukraine), then it is simply passed through and delivered to the recipient's home or post office. If the cost is higher, then, please, welcome to customs clearance.
