There is no romance there. And the prices will surprise you unpleasantly. From my own experience, I will say that for me Moscow prices after Sakhalin simply seem like heaven. Probably even cheaper in Kaliningrad. By the way, many from Sakhalin go to Kaliningrad to live :)
