Your information is out of date. The agreement has already been signed and comes into force 3 months after signing - sometime in August or early September. "Udruzhili", as always, by the end of the season.

The agreement was signed on December 22, 2011 and it was expected to come into force in May. Ukraine has not yet ratified it. The treaty will enter into force 90 days after ratification by both parties.
