Warmer than in Alanya, the sea, in my opinion, will not be anywhere in Turkey. Especially in Marmaris. Look at the map.
If the water temperature is so important for you (so that 25 degrees is cool), then you need to choose another region, but not Marmaris. Or go there in September, when the water warms up as much as possible. Only, IMHO, it will be 25 degrees. ;) Either you need a beach with a very shallow sea.
