You can't even compare! Completely different holiday. Montenegro is the most beautiful nature, wonderful sea, it already smells of Europe, but most of the villas are Turkish 2 stars. Everything is clean, neat, the newer the villa, the better the repair. But meals are rarely offered, there are no beaches of their own - all are municipal and, of course, everything is paid on the beach. No animation, etc. Turkey is a completely different organization of recreation. Therefore, first think about what you want from your vacation, and then decide where !!! I advise you to visit everywhere!

We go to Turkey and Egypt for one good reason - all inclusive (complete relaxation, here it is a hotel, a private beach (we prefer sandy) with all the necessary free equipment - sunbed, umbrella, mattress, towel, feeding from 7-00 to 23-00 ( sometimes longer), drinking at least from 10-00 to 23-00, drinking water is always available, + animators entertain - exercises in the morning, sports games all day, show program and disco in the evening, entertainment for children is organized in children's clubs, usually in hotels have pools with slides, i.e. if you have been traveling to the country for a long time and have previously seen all the local sights, it makes no sense for you to leave the hotel territory, and the territory can be picked up from the microdistrict, therefore your expenses will be within 50 USD per person for the entire stay (15-20 visa fee, 30 n.c. for a doctor's call, or later spend on souvenirs).
Montenegro is a completely different holiday - it is certainly interesting, more active, and therefore more expensive. Personally, I would not put the question in comparison, but I would simply visit there and there.
